I think it's a reasonable, although not crystal-clear, case of Safe nudity. It depends on whether one perceives the exposure of her (weird) internal anatomy as sexually charged.

Yes, usually they should be rated questionable. That post, altough the cameltoe is slight, given the pose and her shirt i would deem it questionable, i don't think that's safe. It's a bit borderline i guess.

People should just be aware of things that are considered "sexual".
I feel like Danbooru users, especially Builders that go for high score uploads, lack this sort of awareness. Or they want these images to be on safebooru so they reach more people (as said, score is "relevant").

I'm not sure, but I think you could argue that blushing and breathing heavily might push the sexual implication enough outside of "normal human activity" to be explicit, particularly in the first image which displays "Blatantly exposed genitals".

I think suggestive fluid is more for when you *know* it's not actually body fluid and instead something entirely innocent (based on context or artist dictate). For instance, it's milk, or natto, or something random. I don't think other sexual fluids or saliva would fit in that camp even if it's ambiguous.

From what I've seen it's being used for both what you describe as well as when it's unclear what the artist intends it to be but it looks like cum and/or pussy juice.
