Approving art is based on the individual piece and the surrounding context in question and not the artist's work having a bunch of approved posts in the past. I can only assume the approver who left that message was outlying this sentiment. I think it's often forgotten that approvers are just people doing this voluntarily and people can be inconsistent, this is especially true when the modqueue can be very monotonous at times. You might like one thing one day then not as much the next and vice-versa.
For the piece in question, I can't say because I try to avoid engaging with sexual rating:e content. Best you can do is appeal, ask in here and then move on as best you can while taking lessons from why it might not have been approved if you're spotting a pattern with deletions. If you're really struggling then there's always the Upload Bounty Thread that is pretty much free approvals but sees surprisingly little use from queue restricted users. Even if not uploading, it can be a good frame of reference for quality.
