I would try to judge art on its own merits instead of counting how much a given artist has active; "approvability" of art can vary widely within one artist's body of work.
However, I'd note that only two of that artist's posts were actually approved (search: "approver:any"). Not to say that the others wouldn't be, but they probably shouldn't be used as a heuristic.

Respectfully, this didn't help at all and just made me more frustrated. The art is great on its own. It's not some lowres bad anatomy chicken scratch made in ms paint, so I have no clue what criteria they look for. Should I just be racing others to post the newest porn from insanely popular artists to boost my upload limit before I start posting old art of niche characters? Even this one post #9917611 got 18 upvotes but none of them were from approvers so now I've got -1 upload slot from yesterday.

Upvotes don't mean anything when it comes to approving a post.

First one made it through (post #9922097), but this one didn't. I have a ton more in my backlog (I'm also doing this with other old PSO2 artists) but I don't know if I'm gonna keep posting if this artist is another coinflip.

I used the unfinished tag ,because I was planing to draw 8 ums in total ,but for now I have only draw 5
