While there is no official policy on what a character is, the unofficial rule of thumb seems to be: If it talks, acts on its own, or is otherwise shown to be sentient in the source material (game, anime, manga, novel), it is a character.
- Emperor is just a gun that Hol Horse materializes, unlike most stands it's not humanoid and doesn't have a mind of its own or act on its own.
- Hermit Purple is just purple vines that Joseph Joestar materializes.
- Scary Monsters is an ability for Diego Brando to transform himself or others into a dinosaur or dinosaur-like form. Jojo wiki even says:
It has no form of its own as it is an integrated Stand, but it can transform the bodies of others.
So it seems self-evident to me that some Stands are not characters. There are probably more but this seems good to start off with. From what I found searching, no one has ever brought this up or questioned it before, hopefully it's not some old unspoken rule that all stands must be characters.
