While there is no official policy on what a character is, the unofficial rule of thumb seems to be: If it talks, acts on its own, or is otherwise shown to be sentient in the source material (game, anime, manga, novel), it is a character.

• Emperor is just a gun that Hol Horse materializes, unlike most stands it's not humanoid and doesn't have a mind of its own or act on its own.
• Hermit Purple is just purple vines that Joseph Joestar materializes.
• Scary Monsters is an ability for Diego Brando to transform himself or others into a dinosaur or dinosaur-like form. Jojo wiki even says:

It has no form of its own as it is an integrated Stand, but it can transform the bodies of others.

So it seems self-evident to me that some Stands are not characters. There are probably more but this seems good to start off with. From what I found searching, no one has ever brought this up or questioned it before, hopefully it's not some old unspoken rule that all stands must be characters.

I say we should keep it that way for the sake of consistency. Every Yugioh card is also tagged as a character, even though there are many that aren't even creatures or objects, but scenes.

I also disagree on Scary Monsters not being a character, it effectly refers to Diego's dinosaur form.

I'm still not wrong, I did additional research so now I have 25 stands that arguably aren't characters so I'll be submitting them all separately.
If there's any argument that like, only 3 or 4 being gentags isn't enough so they all need to stay chartags for consistency, well this is 25 so I think this outweighs that.
If these still don't pass then Burning Down the House would need to be changed to a chartag because it seems no one ever set it as one. It's literally a room btw.
