Maybe, though I'm not too sold on this. Also it's kind of a counterpart to the genderswap aware proposed above, so they would mismatch as tags.
The aware tag BUR was created after my proposals. I’m all for keeping unaware if the aware/unaware dualism is approved (related BUR #56965).

No, they don't count. They must have a gender by default.
We could make a tag for "both selectable characters are available", or for multiple genderswaps of the same character being present in the picture. character_and_genderswap is for when the original is present, so it would be weird for it to be used on that.

What about characters with two canonical genders who are nevertheless not "choosable"?

The original gender is considered the one they're being genderswapped from. We don't tag those as genderswap simply because they would swamp the tag otherwise, but it's fine to tag with character and genderswap, especially if the picture is centered about the concept of genderswapping itself.

I think this is a terrible name for what we're trying to tag, at minimum it needs utility aliases and at best it should be renamed.
