An implication for just two posts both deleted 15 years ago? I feel like these could just be tagged out of character.
I don't really think that's reading into things too much. It's asking if it's even worth doing this, and the answer to me is no. I would understand if there was any active posts or if they were recently uploaded, but deleted nearly 2 decades ago, I don't really think so. Too many people don't question if we should have a tag or not, they just see it and think that it should automatically survive and have all the implications and setup and everything.
This could always be revisited if and when it actually gets uploads and has active posts.
From a quick wikipedia search, it does seem that this series created at least one new character, so the series has more substance then just "marvel characters being OOC". That character is currently tagged the captain which should probably be renamed.
Judging from your history on the site (e.g. forum posts), you seem like an avid Marvel gardener. If you care then you can keep a favgroup of these posts and then submit a BUR that updates all relevant posts to have both tags and then create the implication or add the tag to any relevant posts. That being said, when only two posts of this exist on the site and they've both been deleted 15 years ago with no activity since for a side work created 19-20 years ago, I don't think you're being very logical in suggesting that there will suddenly be a new boon of both new artwork and uploads of it on the site.
It's not like this is an exclusive consideration. Sometimes tags are created and left unimplied to see how things shape up and if there's any worth to actually having them or if they should exist standalone (topic #27557 Elden Ring: Shadow of the Erdtree). Sometimes they get merged together (topic #30165 Squid Game 2). Sometimes they're left as complete zombies (topic #30362 and co. Overwatch 1 and Overwatch 2). And sometimes it needs to be considered if this will enable some kind of precedent for our genius builders to create copyright tags where either the base series, a character tag or original would suffice instead (e.g. 1-post copyright tags for Pixiv posts as has been done recently).
You bring up a valid point, though I don't think that's applicable here. The operative time frame you're electing to ignore is a two-post tag, for two posts deleted 15 years ago, with zero activity since.

Per forum #420686. This at the very least should be done because it's too ambiguous.
It seems like the comic itself was originally "Nextwave" and had "Agents of H.A.T.E." added due to trademark issues starting with the third issue. There are 12.

I do agree that the name is cumbersome - splitting acronym initials with periods is pretty bad. The question is if we want to ignore that tidbit on the trademark issues and just run with "Nextwave", though that might also mean the copyright tag's name should be changed. Nextwave is a name used by some other entities out there but nothing to do with Danbooru unless someone creates anime mascots or something.
