No, though you would only know this if you think about it carefully instead of reading every wiki literally. This isn't the first or only case of wikis having counterexamples or linking to other "variations"/related tags in this manner.

Both things can be true at the same time; that a post doesn't have the right tags, and that the wiki isn't clear enough. It can also simultaneously be true that someone writing a BUR hasn't thought strongly enough about why they aren't implicated and provided any strong basis besides "because XYZ" exists, which is how you get things like topic #33938. Though at least when you actually do go searching to try and provide a reason, you get topics like topic #18401 regarding an ideal outcome which in theory back the BUR.

For the sake of clarity in tagging, if you post a hypothetical image with clothing off a single shoulder, should it be tagged with single off shoulder alone or single off shoulder and off shoulder? Admittedly, this may be stupid question, but I didn't know/remember single off shoulder existed before this post, so I want to be sure I'm getting tagging right. Also, there will be some inevitable overlap in the case of off-shoulder shirts and off-shoulder dresses since those both imply off shoulder (ex: post #8512886).

Admittedly, off shoulder is somewhat of a messy tag and I think it's been acknowledged in the past but with no real effort to actually solve its issues, so remembering that is also another reason why I'm hesitant to agree with anything else about the tag insofar. Off shoulder and off-shoulder_* are two "different" things, where one is about design intent and the other describes the state of a piece of clothing irrespective of design, yet the designs implicate the state.

It's off-shoulder outfits that in practice effectively validate the implication and then having things like post #9828139 (this is single off shoulder because one hangs a bit lower than the shoulder but it's not both because the other arm is clothes down length).

off_shoulder_* is for clothes designed so that they cut below the shoulder. off shoulder (and single off shoulder) is for clothes hanging off of one shoulder.

The main problem weighing over the head of these tags is that the off shoulder clothes (off-shoulder dress etc) need a better name that is not prone to be mistaken with off shoulder, while still being recognizable. At this point, we might as well invent a name ourselves because otherwise it's like trying to drain the ocean with a teaspoon.

I am hesitant to imply single off shoulder to off shoulder simply because of the inherent mess with off shoulder. I would hazard most of the posts under off shoulder are in fact of a single shoulder off.
