create implication toshima_(tokyo) -> tokyo_(city)

At least the locations themselves are by definition Tokyo-related so should probably be implicated. Most of the other wards do have tags, but they are too small, and seem to be mostly created for a specific set of Touhou artworks by tokoroten (hmmuk).

create implication yoyogi -> shibuya_(tokyo)

Yoyogi has a few landmarks that make it pretty recognizable as a sub-area of Shibuya.

Ideally Akihabara (tokyo) would also be implied to Chiyoda (tokyo), but this would mean it makes up >90% of the tag, so this can't be done. Maybe the separate levels are unneccesary, and it should just be implied directly to Tokyo (city)? The same applies to Ginza (tokyo) and Chuuou (tokyo).
