I'd go with condoms, I tried looking up hard candies like lifesavers that looked similar, but all of them had transparent wrappers, possibly so they wouldn't get mistaken for condoms.
I then cropped the image up so that I can image search what the wrapper is, and lo' and behold, more condoms...

chest rig for 2,
bulletproof vest for 3,4.

I think they do, although I'm not sure if they need ammuntion per-se, but visually they match. And post #9856601 has belt pouch along with it.
