How do I tag this?

You don't need to write "char:" before the tag. All tags are marked as general tag by default when created.

On wikis, this syntax doesn't work. In the tag box, prefixing it with char: will create the tag as a character tag. Same goes with copyright and copy:. This is if you want to quickly create the tag in the correct category without going through the long-winded method of using the edit dropdown against the tag (and you shouldn't). Then to create the wiki you just press the question mark beside the tag in the post page and press "create wiki" which will create a wiki for that tag with the name being autofilled.

I need someone with some Chinese-fu to give some pointers on the conversion of these character names.
Note that these contain titles (from the top: Captain, Drummer, Bassist, Keyboardist) which are unnecessary.

队长章子龙 - Zhang Zilong
鼓手宋娜 - Song Na
贝斯手时春兰 - Shi Chunlan
键盘手罗美美 - Luo Meimei

Properly grouping up the syllables is still a mystery for me.

Personal names in Chinese are Surname_GivenName. Most surnames are single syllables. Two-syllable surnames have become very rare (an example would be ouyang_goudan). Given names are commonly one or two syllables long and are not separated internally with a space. The romanization looks correct to me.
章子龙 - Zhang Zilong
宋娜 - Song Na
时春兰 - Shi Chunlan
罗美美 - Luo Meimei
