That is not sitting because her butt doesn't touch the ground. And yokozuwari implies sitting.

Isn't she resting on the side of her butt? Doesn't that count as "Rump on floor"? seiza (butt on legs) also implies sitting and yokozuwari often tag on posts with pose similar to this.

Regarding Bowsette, she wears a black dress (that is also interpreted as a leotard at times). If she's wearing the dress and the crotch area is visible should that be tagged as black_dress and black_leotard. Or are they panties or some other sort of underwear?

If it looks like a leotard it's most likely one, like in post #3266665 it's a leotard.
