Lap pillow is for a head in a lap, but "lying on lap" sounds more general, like lying across someone's lap. Of course, how it's actually being used is probably mostly as lap pillow.
I was trying to bring to attention that a lying_on_lap is currently used incorrectly to tag a large number of lap_pillow images, guess I'll just go ahead and run a mass edit then.
