I'd say yes. She looks absoluetly tiny there, and the pose emphasizes it. Very little breast development, kinda stubby arms, etc. Could be art style as much as an intent to draw her young but the visual effect is loli enough.
It does if it's sufficiently detailed, which post #912382 most definitely is.
