I saw a huge gallery of Kinomoto Sakura's costumes and a related forum topic #27772 about using fan names for those, gathered on the related wikia.
So I thought, why not, this costume is popular enough, and some others too.
I also saw other tags for different character's outfits / forms, which aren't gacha-backed, like in Blue Archive or Heaven Burns Red.
For the most of visual novel characters, they keep their school uniform or other default one almost all the time, but I think there are cases worth their own tag, like in those examples above.
