Meh because of the name of the tag but the concept is good.
There's probably a more neutral term that horse-drawn could be renamed to, to account for that, but I don't mind the concept of a tag like this at all (even if things like rickshaws could cause problems, on whether we want to tag only instances where it's unusual for a human to be doing it, or if it's universal and counts them).
But the name, in this day and age, is not good. It feels prime for people to idiotically tag on human-drawn art as opposed to AI-generated slop. You'd need to add 'vehicle' to it or change it to 'human-powered', or something like that.

Understandable.
My guess is those were just mistags because "horse-" autocompletes to horse-drawn and it's very easy to accidentally type - instead of _ if you're trying to tag horse_ears, horse_tail, horse_girl, etc.
I don't think renaming it would solve that.
