create implication folding_bicycle -> bicycle
The tag "folding_bicycle" currently does not imply the bicycle tag like other similar bicycle tags. (see bmx_bike / road_bicycle and the wiki page for bicycle which lists folding_bicycle as a sub-type of the bicycle tag)
