Proposing a new tag for lunar phases over eyes.

BUR #60739 has been approved by @evazion.

mass update favgroup:56515 -> moon_phases_over_eye
create implication moon_phases_over_eye -> moon_phases

I think this is a cool concept and as it is currently it's difficult to find; personally I think the name moon_phases_over_eye sounds awkward and initially I wanted to suggest lunar_phases_over_eye but I picked this to match the parent tag's name.

I think this also deserves a parent tag for celestial bodies in general, like planet_over_eye: post #10784532, post #10894691. I'm sure there's a lot more images like this but I'm having trouble finding them.
