BUR #60014 has been approved by @nonamethanks.

create alias incoming_kiss -> kissing_viewer
create alias incoming_hug -> hugging_viewer
create alias incoming_attack -> attacking_viewer
create alias incoming_punch -> punching_viewer
create alias incoming_poke -> poking_viewer
create alias incoming_food -> feeding_viewer
create alias incoming_kick -> kicking_viewer
create alias incoming_headpat -> headpatting_viewer
create alias incoming_injection -> injecting_viewer
create alias incoming_syringe -> injecting_viewer
create alias incoming_fist_bump -> fist_bumping_viewer
create alias incoming_forehead_flick -> forehead_flicking_viewer
create alias incoming_pocky_kiss -> pocky_kissing_viewer

These ones are sometimes mistagged as something else, such as incoming_kiss often being used when imminent_kiss was meant. Brought on by seeing topic #35288 (esp. forum #423218 and forum #423220). Currently only incoming spit is aliased to spitting on viewer. This BUR includes the ones that seem most natural. There are a few that are using nouns that can't easily be turned into actions to fit:

incoming gift (gifting viewer sounds like a different action)
incoming drink (presumably not drinking_viewer)
incoming business card
incoming bandaid
incoming earphone
incoming letter
incoming sparkler
incoming object
incoming fish
incoming book
incoming flyer
incoming throw
incoming pill
incoming medicine (dupe of incoming_pill?)
incoming drugs (all current posts seem redundant with either incoming injection or incoming pill

As well as these three which are not related:
incoming_curve_sign
incoming_call
incoming_train

BUR #60121 is pending approval.

create alias incoming_business_card -> offering_business_card_to_viewer
create alias incoming_earphone -> offering_earphone_to_viewer
create alias incoming_letter -> offering_letter_to_viewer
create alias incoming_sparkler -> offering_sparkler_to_viewer
create alias incoming_fish -> offering_fish_to_viewer
create alias incoming_book -> offering_book_to_viewer
create alias incoming_flyer -> offering_flyer_to_viewer
create alias incoming_pill -> offering_pill_to_viewer
create alias incoming_gift -> offering_gift_to_viewer
create alias incoming_throw -> throwing_at_viewer

I thought about doing that but it seemed a bit wordy, especially for multi-word nouns like "business card". Though I guess there isn't much better.

I'm not sure if sparkler should become fireworks (holding sparkler is aliased to holding fireworks), or if we should keep a base offering to viewer tag (either for gift, object, or a parent for other tags).

I don't think "offering" makes sense with the current single post under incoming bandaid, as it is the character attempting to apply a bandaid to the viewer instead of simply offering one. Similarly many posts under incoming object are being thrown at the viewer, and I doubt having someone splashing their coffee on the viewer (post #10636231) is the same as offering it.

Might want to consider splitting "offering X to viewer" and "throwing X at viewer" images.

I removed those two + drink for now since drink's wiki says it can also be used for pouring into a cup the viewer is holding, which I don't know if should count. Though I feel sort of dubious whether all these separate tags are needed, especially throwing_x_at_viewer, vs just having a more general tag for it, since some have very few posts already.
