As mentioned in the wiki, decantering is a typo (or perhaps an eggcorn?) and the proper word is decanting.
Since most pics aren't intentionally referencing the scene from Kami no Shizuku, there's no reason for the tag to be named like this.

The wiki says it was "named for a meme", so is this tag intended specifically for this meme, or for decanting in general?

The tag was named after the meme, but it's not actually for the meme. The meme only existed in English-speaking sites as a result of the scanlation, so Japanese artists aren't referencing this scene specifically. Decanting from a height is simply a common gag on its own, and someone in 2010 thought it would be funny to name the tag like the meme.

Maybe, but ridiculous decanting seems to be the default, since it's visually more interesting. Pouring already works for normal examples.

Decantering the tag, as it's used on the site, is just not the same thing as decanting, the process. There are plenty of posts under the decantering tag that are not decanting, it's just tea, beer, soda, etc. being poured from a height. Like post #11014286, it's not decanting but it does fit the decantering tag. Whether the current name of the tag is actually good aside, I don't agree with incorrectly naming things.

If we were to just name it decanting, it would pollute the tag. Danbooru's history is littered with specific tags being diluted because they got more generic tags. It'd probably be simpler to alias decanting to pouring, and renaming decantering to a specific name with decanting in it.
