Tag for 70/80s anime/manga running effect

I think this style of effect probably needs its own tag. It's similar to wheel o feet but not the exact same. It's also under afterimage but the effect here is much more stylised as the hands and feet are rendered as abstract circles.

I propose the name pendulum limb as they visually look kinda similar to pendulum swinging.

I think it'd probably be better to split it between hands and feet, especially since the hands variant is probably harder to find.
