Various striped clothes BURs

This started as fixing improper necktie implications (diagonal-striped clothes and vertical-striped clothes both imply striped clothes), but I noticed some other missing implications and things that need fixing. Starting with the original BUR.

BUR #58632 has been rejected.

Self-rejected this since no votes were cast yet. I mistakenly assumed it was more common than the other kinds of striped neckties, which was incorrect. I'll tag a few cases and submit an implication BUR.

Horizontal stripes are the default for most clothes, but the vast majority of striped_necktie -diagonal-striped_necktie -vertical-striped_necktie is untagged diagonal-striped necktie and untagged vertical-striped necktie; horizontal stripes are comparatively rare. If we want to treat it as the default anyway, then I should re-submit that alias BUR
