No, it doesn't count as loli/shota. As long as the children are fully covered it's fine. There are quite a few child rating:explicit posts in the same vein.

@ggraphy Please review the wikis for child and loli before asking here again. There is no way post #11234347 is loli and post #11234966 and post #11239253 definitely shouldn't be tagged with child. Anyone tagged as child in an image has to be presented in a 100% SFW manner. However, that does not necessarily mean the loli tag is necessary. For example, I wouldn't use either tag for your S examples (post #11234135, post #11234365, and post #11234369).
Also, review howto:rate. Neither post #11234830 nor post #11234833 should be rated E; all you see is her upper body. And some of the posts you're rating G really aren't SFW enough to deserve that rating.

Hey, thanks for taking the time to write this in detail, I think the first post you have mentioned is faulty, but for the rest I will take into mind what you have said. The reason why I'm asking here is because I want to make sure what I've tagged is correct. It turns out that it wasn't, so I'll count it as this thread fulfilling it's purpose.
The confusing part to me is how post #11234135, post #11234365, and post #11234369 would not get either tag. Do they get petite instead? I'd appreciate a pointer on that regard.
Coming to post #11234830 and post #11234833 yeah, those seem to have missed my attention by accident. I am aware that E rated posts must provide sexual acts or exposed genitals so my bad.

They can't be tagged child because they're in bikinis, which show off too much skin, and are thus not completely SFW. However, there's nothing overtly sexual about how they're depicted (no suggestive poses, close-ups, or gratuitous skin exposure) so this is at most borderline for loli. That's why I think it's fine for them to have neither tag.
Petite is meant to be used on characters that show slight development. I'm not sure whether any of these are developed enough to count. But my main point is that there will sometimes be situations in which no tags fit. We have to be strict with how we use child and loli because the proper usage of both is essential to the well-being of the site. It's better for some things to be untagged than it is for those tags to be used incorrectly.

I think I understand it fully now. There has been many cases where I've felt in between child and loli thinking I must definitely tag it but just leaving it out did not come to mind so now it kind of clicked (I was battering up in my mind reading the wiki page over and over again debating if they are depicted sexually or not for many posts).
