I think Anis (Star) (Starlight) (Nikke) should imply Anis (Star) (Nikke) likewise due to the reason I wrote when making BUR.
The only case where that is done is Rapi (Red Hood) because her red hair gives a distinct look you can easily identify even in unofficial costumes.
Anis (Star) does have star pupils as a common trait.

I'm not doing nested implications like this unless you add example images to the character's top level wiki page showing all of their tags and showing which costume goes with which variant, like Rapi does. With Rapi the wiki clearly shows that the difference between regular Rapi and Red Hood is the red hair. With Anis I don't know what the difference between regular Anis and Star Anis is supposed to be.

I don't think these need to be a hierarchy. Together they don't depict anything that sets them apart from Anis (Nikke) or her other costumes.
If you're going to remove the variant qualifier (star), I wonder if it makes sense to do this for some other characters that use three qualifiers for variant, costume and copyright but have only two levels of implications. D (NIKKE) for example comes to mind as a character that was already previously contentious here in how to handle her implication hierarchy. All her costumes are implied to the base character tag but still use variant qualifiers: D (Killer Wife) (Secret Police) (NIKKE). So instead you would have D (Secret Police) (NIKKE).

It at least allows people to search for all costumes of a unit (e.g. Anis_(Star)*_(Nikke)) if they do care. It might cause people to go out of their way to manually tag both, but I don't know if they'd be doing that anyway.
Those tag names are exactly why I'm saying it would introduce an inconsistency if the rename line goes through and it should be considered to either remove the variant qualifier from the rest of those tags as well (maybe aside from the costumes implied to Rapi (Red Hood) (NIKKE) because of the three levels of implications) or to keep the variant qualifier for Anis (Star) (T.T. Star) (NIKKE).

I would say keep it as is. As a player of the game, I think this naming structure is how I think how most users familiar with the game would intuit the tags at the every least, generally speaking. Secondly, autocomplete is thing, so I'd argue there was never any actual ambiguity, potential or not.
