shouldn't this have a singular/plural horn/horns pair of tags like everything else?

There's no existing division between them, and I'm quickly realizing holding another's horn vs holding another's horns doesn't actually make it easy to keep the tag distinct, because it's a single letter and that is easily missable by pretty much anyone.

should we change the tangles to "single ankle" / "single wrist" / "single arm" / "single horn" etc. then?

It's not that easy. For horns we already have another single horn tag, so holding another's single horn would easily be mistaken. And holding another's single ankle just sounds bad.
