create implication yayin_gongyu -> luo_tianyi
Yayin Gongyu (雅音宫羽) was the first version of Luo Tianyi and had her own initial design that was later changed to become Luo Tianyi; as such, I believe it would be more appropriate to have a separate tag for Yayin Gongyu rather than automatically alias it to Luo Tianyi, as there are people specifically drawing that design, alone or together with the modern Luo Tianyi
