I want to change these tags, as she has, for a long time now, forgone the second portion of her name. Her socials still use them, but they are account names. She simply goes by "miwa". Would it be ok to do this?

You should do it through a BUR. Just make sure to clearly point out that the new tag name is preferable to the old one such as that they rebranded or so to remove a part of their name and are more commonly known by this name now, or otherwise.

You don't need to rename the cosplay tag by the way, it would get renamed automatically with the character tag.
