Someone pointed out on discord that we don't imply hats to traditional clothes tags (gat (hat) etc). I would argue however that the native american headdress is the best example of native american clothes, and it would be really weird for us to not have one imply the other. 1/3rd of native american clothes is already the headdress anyway.
