Also, not sure if right place, before creating the missing tags for the other characters, I'm looking for advice on how to name them. For example, Gaia's costume tag has a qualifier for her originating game (final_fantasy_xiv), while the rest do not.

Which would be more desirable?

I think expanding the original tag like you said ("gaia_(ff14)_(artemis_gothic_dress)") makes more logical sense.

I'm sure there are many (present and future) characters named Gaia too.

The qualifiers for these tags are a mess. Firstly, you have costume qualifiers after copyright qualifiers, when copyright qualifiers are supposed to go after costume qualifiers. Secondly, some of these tags don't have copyright qualifiers at their base, or vice versa, making them unnecessary for the costume tags to have.

I don't know which of these are defaults or not, but given the failure of topic #33703, it's not been decided to tag defaults for FF characters. If you wanted Cloud Strife's default from Dissidia Duellum Final Fantasy, you should be able to just search cloud_strife dissidia_duellum_final_fantasy. But if these aren't defaults, then they should at least be correctly rendered as tags.

From my research, it looks like characters in Dissidia Duellum Final Fantasy will have 2 outfits on release: their base look from their respective games, as well as these new outfits.

Given Square Enix's business model for Final Fantasy Vii: Ever Crisis, I would suspect they would continue to churn out new outfits for characters.

With that said, I have no qualms about not using these new tags, and just address it when the time comes. I just saw some of these tags already existing with no implications to their original tags, and thought creating that was the right move.

From some of the data leaks during beta testing it appears there will be more than just one additional costume (winter outfits for both Cloud and Sephiroth were among the leaks).
