The tag for a skirt using a crinoline is actually hoop_skirt, crinoline is for when the cage itself is visible.

hoop skirt seems kind of all over the place as a tag. What makes a post count for hoop skirt if the hoops aren't visible, just the silhouette of the outfit?

The crinoline goes UNDER the hoop skirt, to keep it in shape. If it helps you understand, crinoline the skirt cage, and hoop skirt is the skirt that uses the cage.

tbh if i saw something that looks like a skirt and looks like a cage i would probably type cage skirt but skirt cage is going to appear in the autocomplete too so i guess either works
