kobayashi_chihiro tag move proposal

rename kobayashi_chihiro -> kobayashi_chihiro_(otona_no_kobayashi-kun)

I do not know if this must be split into two separate BURs, but:
I am proposing moving the current `kobayashi_chihiro` tag to add its copyright qualifier, and moving the current `kobayashi_chihiro_(bokuyaba)` tag to remove its copyright qualifier.

The latter tag occurs far more often than the former tag due to the popularity of the series from which it derives, and no new posts with the former tag have been created in the past 8 years, with a single post using that tag (post #2996724). The wiki page for the former tag has even been deleted.

I think it would be better to make this two separate BURs. In my opinion, both tags should have a qualifier. There isn't really any benefit to removing it.

Yeah, I agree with Blank here. Only other times a copyright qualifier was removed was when the tags had a very significant difference in count (and the smaller one was an artist tag, to boot). See Hoshino Ai (topic #28579) and Yoshida Yuuko (forum #387700).

Edited BUR to have only the initial rename.

No. It should be deprecated instead.
