This seems like a valid counterexample to me, I see no value in having yet another tag when wrist cutting reasonably describes the post.

huh, the more you know. i just figured that with the cut_wrists implication it should warrant cuts for blacklist's sake but i didn't think about the whole imminent thing

Actually, if wrist cutting is for self-harm cuts, that post does not fit under this tag, and we do need a cutting another's wrists tag.

Unless there's evidence of a wrist-cutting maniac going around cutting the wrists of random anime girls, you just make reasonable assumptions.
But your point brings up a different point, which is that "cutting own wrists" turns the tag from a theme to an action, so it doesn't actually fit cases where it's already happened and we're just seeing the results... I guess the current name can stay then.

I saw this when combing through posts preliminarily before committing to any gardening, it's name bothers me since it's not self harm if it's done by somebody else but maybe having self harm in the name will make it a useful utility alias?

Self-harm involves more than just cutting your wrists. You can also cut other parts of your body, and you can also self-harm without cutting.
The difference is that cutting (of any body part) has the strongest connotation of self-harm. I think we should have a tag called "cutting_another," which would include wrists, thighs, and any other body part.
