The status quo is perfectly fine. Having to create civilian forms when we already have a working solution that people are only complaining about due to the obsession with making everything implied is like...the epitomy of tag bloat and pointless maximalization. So no, let's not imply them then, shall we?

Please explain how it would be any different than searching for civilian forms right now if there's an implication. You already need to exclude the magical girl form if you want to only see the civilian form, an implication won't change this.

I don't agree with calling people wanting to imply magical girl forms to their base character tags "obsession with making everything implied" when it's common practice to imply alternate forms when it comes to other copyrights. It's not rare at all for people to forget to add the base character tag when posting transformed Precure characters, so an implication would help with this.
I also don't buy into the whole "they are considered almost separate characters" argument when in-universe, in those seasons I've watched, those characters outside of the main cast who know the Cures' identities still refer to them as Precures even while they're untransformed sometimes, and out of universe, Precure wiki doesn't even bother with having a separate page for their magical girl forms and on Pixiv, for example, you can see plenty of Cure Sky artworks in Sora Harewataru's tag, and you'd think people would avoid tagging Cure Sky as Sora Harewataru if they wanted to keep them separate because you can't filter stuff over there as easily. I don't think it's wrong to tag other characters wearing Cure Sky's costume with Sora Harewataru either, if cosplay posts are relevant to Cure Sky then so are they to Sora Harewataru, and if finding posts where a Precure is wearing her magical girl costume while untransformed is a concern, self-cosplay exists exactly for such cases.
