What is heart_on_chest for?

heart on chest has one of the weirder wiki definitions I've seen:

The heart located on the middle or left side chest

In practice, it seems the tag mostly gets used for 3 separate things:

1. Heart symbols drawn on the body - this is a lot of chocolate on body
2. Heart-shaped objects on someone's body (see some depictions of Nekomata Okayu (Wonderland))
3. Heart-shaped objects on someone's clothes (see Yumemi Riamu or Ines Fujin (Melty Gift) (Umamusume))
4. Heart symbols or objects in front of someone's body, but not necessarily "on" their body (see Love Je T'aime)
5. heart tattoos

I don't think #4 needs to be included in this tag. #1 could be something like heart_drawn_on_chest. I don't know if #2 or #3 need to be a tag, it's such a vague concept. Plus, there are so many types of shapes or objects that could be on someone or their clothes, where does that end?

It's a tag that covers the concept of "the heart shape close to the location of the heart organ". There aren't "many types of shapes or objects" that have that kind of symbolism.

Though I would argue it's not a great tag if it's getting used for this many different representations. The wiki isn't clear about what goes so of course taggers take this to mean "anything goes as long as it is (the shape of) a heart". The value is lost on me and it just seems like it's padding if no one is actually even sure at what extent this applies and to what.

It's also worth noting that we have both heart and heart (organ). The wiki makes no distinction, it says "the heart". Is post #10346850 heart on chest? post #5782111 thinks so.

This sounds like a useful concept for a tag, but I feel like in practice a lot of these heart symbols are more conspicuously on a woman's breasts (example post #9547009 left girl) or cleavage (example post #8867687) than where the heart organ is. I feel like this heart-by-the-heart symbolism is reading too much into the artists' intent more often than not.
