Nah, definitely loli. Also the presence of breasts don't really affect if it counts as loli considering oppai loli exists and by definition those are much bigger.

Agreed on this post but oppai loli doesn't imply loli, and oppai loli posts aren't always loli. That tag is more about the contrast between body size and breast size, similar to how onee-loli is about the contrast in ages, and doesn't require one of them to actually qualify for loli.
