On the contrary, making one topic and using it for things that don't share a common link is worse. Particularly, if you happen to propose a potentially controversial rename and it gets discussed extensively then it's hard to track discussion or quickly figure out what the point of the topic is. Even with our various megathreads, potentially controversial tag adjustments need to be in a separate topic to better track discussion, the megathreads are only for cut-and-dry changes. There is no "empty space" being wasted.

To be frank here, forum posts aren't really my strong points. I wasn't too confident in making a separate thread for something like this.
