I think making a new paid reward available meta tag under, like paid_reward_available_(Video_Continuation) is better.
My suggestion is preview video. Consider that preview itself is a deprecated tag pointing to paid reward available or ad (also deprecated with a few alternative options, namely official ad aliased to promotional art implicated to official art). We don't have any tags with "preview" in the name and these are usually referred to as previews to begin with so I think it would be a good tag name.
At a high level, this tag is essentially just paid reward available + animated but you want a way to specifically filter out videos that are not "complete" so to speak. The thing is that most of these name suggestions are specifically focusing on a links advertisement end card but some videos that meet the criteria of what you want to filter (out) also just end abruptly instead of having a links end card, so those should probably be able to qualify as well.
I think preview video would be the best fitting tag name if we want this and it should be very difficult to avoid if the tag has a good enough name that allows it to be implicated to paid reward available to reduce blind tags. Freshblink brings up a good point, so ideally it should have a name that's good enough to imply it to paid reward available so it's even more abundantly clear what the tag is intended for.

I recategorised paywall cliffhanger to meta since it was created as a general tag with the BUR's approval. I've also realised that technically we can't make an implication to paid reward available because the actual post to unlock the full video could be a bad id meaning a paid version is no longer available. It's a bit weird and funny though because paid reward is agnostic to if the source post is bad id. If we care to do that for paid reward available as well (people likely aren't retroactively gardening for this, it's almost impossible to do on a large scale), then an implication could be possible.

During the discussion of the creation of the paywall cliffhanger tag it was brought up that this tag very likely needs to imply paid reward available because there is always going to be a separate paid version of the video that exists without the edits defined by this tag.

Not consensus, just me pointing out that we can't imply it unless we ignore availability and parallel how paid reward is applicable even if the source is no longer available. Actual consensus would require more input or a vote beyond just my opinion.

I don't think that availability is a big issue, I've never encountered a case where there was an available paid reward that you can't pay for anymore, I can't imagine this is anything but a very rare edge case.
