Both are image samples, which shouldn't be uploaded to Danbooru. In addition, the vote count is not a factor when it comes to whether or not an image is worth approving.

Is there a significant difference between the first page and the others, if so, what is it?

My best guesses are either that the artstyle is too simplistic (fair, but kind of annoying and arbitrary, plenty of similar-artstyle approved posts with this character) or that the blood is a problem and I missed something in the uploading rules.
Is there something else obvious I'm missing? Should I appeal?
artist has several pages of approved stuff and this seems just as good as anything else they made

Artist has plenty of other art up on the site with way, way more questionable "proportions" and so on that I think might have been the criteria for not approving this particular picture.
Regardless I think its a good work and deserves a look over.

danbooru is biased towards sketches for some reason, i'd just reappeal

These are all by the same artist. The Pokémon ones are also all part of the same Pixiv album, most of which was approved without issue. No reasons given for why any of the above went unapproved.
