Should we imply these character_II skins to their base form then? And leave yorktown II (Azur Lane) for the type II default skin?
Bismarck Zwei herself is indistinguishable from Bismarck, but non-skin artworks are labelled Zwei like post #7116116 (it's at least default Zwei's hat) and post #7116117 (??? just Bismarck in a dress).
Other cases like Amagi and Amagi (CV) do not have skin sharing.

No, I'd say the way it's been done works perfectly as is. While these skins can be used by the base form characters, they are still primarily meant for the II versions, the announcements (post #10445571) do refer to the II versions after all.

Both of these artworks were used as loading screens as part of the Bismarck Zwei event as a whole. Also the posts you linked mention who's in the image as well, "ビスマルクZwei" is right there.
