Deprecate holding_necktie

BUR #51902 has been approved by @evazion.

deprecate holding_necktie
mass update favgroup:49821 -> holding_unworn_necktie -holding_necktie
create implication holding_unworn_necktie -> unworn_necktie
create implication holding_unworn_necktie -> holding_unworn_clothes

This BUR deprecates holding_necktie because it is basically mix of necktie grab, adjusting necktie and holding unworn necktie.
It also creates holding unworn necktie tag (the favgroup is not fully populated).

Not sure if holding_unworn_necktie should imply holding_unworn_clothes or just holding.

comparing the favgroup and the wiki for holding unworn clothes, probably the former.

striped_scarf implies striped_clothes but striped_necktie does not. Previously I made a BUR about it (forum #384293) but it got auto-rejected.

I read the wiki of necktie grab and neckwear grab again, you are right, it is for "grabbing another's necktie".
But scarf grab, which has "grabbing own scarf", implies neckwear grab. Maybe the wiki page need to be revised then. Or split the necktie grab tag into grabbing own necktie and grabbing another's necktie? Maybe it is not a good idea.

This is the way.

I would definitely appreciate a split. It wasn't until recently that I found out necktie grab isn't supposed to be used when someone is grabbing their own necktie - the current "alternative" is adjusting necktie, which the given examples in the wiki are pretty close to grabbing own necktie so there'll probably need to be a clear distinction from grabbing without intent to adjust if they're separate or they could probably see an alias/implication if the overlap is too heavy.

Most of my cases of needing a tag like this are closer to adjusting necktie's first example.
