It seems the tags are for the same concept, wing-shaped_hair is more descriptive and can't be confused for head_wings or wing_hair_ornament.

Putting the reverse up for vote as well.
We went with horn-shaped hair -> hair horns in topic #33874. Hair ears are the same concept (animal-ear-shaped hair). We should be consistent on all of them.
