deprecate sleeveless_vest

all vests are sleeveless.

i checked and the only odd one is yukifune airi that wears a hooded... something... that is tagged with sleeveless vest and i'm not sure if it is a vest or not. everything else looks like a normal vest.

i moved it manually to sleeveless_dress

Reminds me of the sleeveless leotard situation (topic #31184). The convention is that if something is sleeveless by default, then you make a sleeved tag for it instead, hence sleeved leotard.
