i can't search 3 tags at once but there should be around 6k posts tagged unworn headwear without unworn hat or unworn helmet. are they just missing either tag?
btw i take from this that unworn maid headdress is a tag we should be using instead?

The bulk update request #46053 (forum #378179) has been rejected by @DanbooruBot.
"Most" isn't good enough. There are plenty of things in there that would need new tags created for them, and then suddenly you're replacing a single tag search for the general or at worst a 2 tag search for a specific, with a search for dozens of tags (after searching to find out what they all are to begin with) for the general case.
