They're called ruffs, but they seems to be aliased to frills now(except for wrist ruff and neck ruff, latter also applicable in your case). So it's frilled skirt.

Looks like panties_over_bodysuit to me. By the way we also have few other related tags: panties_over_clothes, panties_over_leggings, panties_over_leotard.

Thanks! Yeah, it's definitely ruff, though in real life it seems predominantly a neckwear and basically the only examples I can find using it as skirt or dress are as cosplay outfits, so I can see why skirt ruff or dress ruff don't have their tags.
I honestly was tempted to classify ruff-shaped skirts and dresses as tutu but that seemed too specialized.
A general question, but referring specifically to art by mo engraving: should print (medium) be considered traditional media or unconventional media or its own category?
Is this can't be this cute? His pose is different from the original but hers looks about the same.
