create implication speed_lines -> motion_lines

These two terms are almost completely interchangeable, especially with how the tags are currently used. At the very least speed is a type of motion. There are definitely instances where motion lines aren't necessarily indicating speed, so not aliasing it.

Though if you aliased speed lines to motion lines, it wouldn't imply all motion indicates speed. It would just mean they're too visually similar (or hard to differentiate) to bother separating. I'm fine with either.

speed lines is specifically for long lines indicating fast motion. motion lines also includes small movements like post #8456750. It probably makes sense to imply one to the other though.
