I'm not against having the rules/howtos in Japanese, but they are a bit in flux right now, so I don't know if we should do that quite yet. Additionally I don't know if it's a good use of a translator's time, I think there's not that many people who would benefit from such a translation.
On the subject of self-posting, I do think it's a different case if the artist was already posted before here by other people. Additionally, people who upload their own artwork are welcome as long as their art is good--it's just not a great policy to welcome them because of our policy of judging the uploads. If you look at the people who complained because someone else's art that they uploaded wasn't approved, image what it would be like if it was their own art.
But given that we discourage that kind of uploading, if it does happen after all, I think we should judge it on a case-by-case basis, and in this case I think the art certainly merits keeping.
