Nuke neck_grab and hand(s)_around_neck

Neck grab and hand around neck are ambiguous when we have hand on another's neck, arm around neck, hand on own neck, etc. Hands around neck doesn't exist and should be deprecated before it can be populated.

I've cleaned up neck_grab status:any -hand_on_own_neck -hands_on_another's_neck -hand_on_another's_neck -arm_around_neck -arms_around_neck -hands_on_own_neck, which has 16 posts of tentacles and 6 banned posts I can't see. Maybe we can create tentacles around neck?
I've cleaned up hand_around_neck status:any -hand_on_own_neck -hands_on_another's_neck -hand_on_another's_neck -arm_around_neck -arms_around_neck -hands_on_own_neck too, which has 8 banned posts, 3 disembodied hands, and post #4818425 where I have no idea what's going on in the image.

I've created tentacle around neck.

Some observations:

• hand on another's neck and hands on another's neck shouldn't be mutually exclusive
• trying to keep strangling posts out of hand on another's neck is a delusional stance, the hands are on someone else's neck in those posts, and nothing's gonna stop our users from tagging them as such

All the tags from the original BUR currently have an "ambiguous. do not use" wiki and therefore should be either deprecated accordingly or repurposed.
I included neck grab but I personally think there is value in having a way to distinguish between a neck actually being "grabbed" with any amount of force like in post #10271379 and hands tenderly resting on another's neck which I think is like 80-90% of what hand on another's neck currently looks like. But if we do make a distinction like that it should probably be called grabbing_another's_neck for less ambiguity and to have it more in line with other grabbing tags. Would making that tag be supported?

We don't have those tags though. It's all lumped under hand on another's neck/hands on another's neck, and grabbing another's neck would not specify how many hands are being used.
