Shorts over legwear

Most of the "one garment under another" tags involve the cases where the inner garment is smaller than the outer one and would normally be obscured, or mostly obscured, by the outer garment. We can often only see that someone is wearing a bikini under clothes because her skirt or shorts are riding low and/or because she's wearing her jacket open. It's common for shorts under skirts to peek out from behind the hem of the latter, but only by an inch or so.

Legwear under shorts, on the other hand, is different. It often extends far beyond the cuffs of the shorts, making it analogous to short over long sleeves. It's also different in that many forms of legwear like pantyhose are *not* meant to be worn as outerwear, in which case what's notable about the outfit is not that the legwear is under something, but that it's shorts rather than skirts over the legwear.

Also, new aliases. I couldn't find this tag at first because my search term was leggings.

If we don't like the rename, then we should at least add these aliases to make this tag more easily discoverable to someone wondering whether we have a tag for this.

I think the current legwear under shorts tag is fine. It's basically arbitrary whether we call it x_under_y or y_over_x. But x_under_y seems to be more common, and therefore probably more intuitive to users.

In most of these cases I think we use one direction because the other direction sounds somehow "wrong", despite the direction not always being consistent. The rule seems to be that we put the most "surprising" or "interesting" item first. You don't normally wear legwear under shorts, therefore the legwear is the interesting part, therefore it goes first.
