I'd be more inclined using sniffing instead of smelling for clothing, since smelling could also refer to the item emitting an odor. In the ordering of "clothes smelling", it is most commonly used in a sentence proceeding words like "fresh", "clean", "stale", etc. So in usage we'd be referring to the clothing emitting the odor with tying it with smelling. I think sniffing leaves it unambiguous the act.
All of the things currently tagged with "smelling*" are also prone to emitting odors, though, and all of them are used to mean sniffing. And I was suggesting the tags be "smelling clothes" just like the other similar tags, not "clothes smelling". "Smelling clothes" seems a lot less likely to be misinterpreted since that ordering would usually indicate it was an action a person was performing, and not an adjective describing the object, though that is also a possibility.
"Smelling_noun" also makes the tags easier to find than "noun_sniffing" does.
We could also rename all of the tags to "sniffing_noun" though, if just to minimize potential misunderstandings.
