The wiki for strappy heels says it only applies to high heels.

The wiki makes it pretty clear it also applies to platform footwear.

Really? It uses "high-heeled" to describe the footwear listed in the first sentence, and the first bullet says "Must be high-heeled footwear of one type or another".

The high-heeled shoes in the first sentence is the first in a list of things, and platforms have raised heels (as well as raised toe portions of the shoes)
